FOr the leaking isolation valve, try tightening the packing nut, if it has one.
For short term solution on the tank, prop up or tie up the float on the fill valve, then flush the toilet. The tank should drain, but not fill, because the float thinks the tank is full.

There should be a water cut off tap / valve for your whole apartment. Find it so you know what to turn if the problem worsens. Until then get buckets and towels under it.

Ok I had to delete my first comment to look at my flush box first. Can you pull up on the float and flush the toilet. That should stop the flush box from filling.
I would put a rag or something under the flap so that the tank never fills. The water will run consistently, but at least youโre not flooding the building.
Roll a towel up and hang it over the edge into a bucket and the water will soak up and follow the towel down into the bucket. Doesnโt stop it . . . But might make it controllable

Get a bucket and keep it filled with water. Turn off the supply to the toilet. When you need the to flush poor the water from the bucket into the bowl. This will prevent the many thousands of dollars in damage that is moments away.
A crack on a toilet (no pun intended) is not something to repair.

That said, if the water shut off valve isn’t behind tyke toilet, tape or zip tie the float all the way up so the water don’t run.
That crack will soon split completely open, you should replace the tank if you can find it (sometimes manufacturers doesn’t sell parts, only full set) otherwise, you’ll have to replace the toilet.
