If you are seeing it from at least a town over, I can almost guarantee that it’s not homemade and that it’s perfectly legal because you don’t point something that powerful into the sky without filling out a lot of paperwork. And you don’t acquire something that powerful without knowing you need to fill out a lot of paperwork, and you probably need to fill out that kind of paperwork to aquire that kind of laser in the first place.
My guess is this is some sort of laser guide star experiment, unless it’s pointing at the moon, in which case this could be a hobbyist or school doing lunar range finding, which is not impossible, especially if they have access to that kind of laser emitter.

I got a 30mw green laser pointer off aliexpress before they were banned, the limit is 5mw.
How do you know its *homemade*?
I had a neighbor who did this, I live in the middle of nowhere and my neighbor used to bounce signals or something of the moon, he had a laser to aim it I think.
I was just driving home from Stansted airport and wondered what on earth that light was for 😂
