Rechargeable battery tenders have miniature rechargeable cells inside.
This “one-time only” charger probably has Alkaline cells inside.
If you haven’t disposed of it, pry it open and I’m 101% sure you’ll find miniature alkaline batteries. See if you find rechargeable cells of the same size – else, alkaline cells, and you can reload your charger like it was “bullets in a gun” (lol)

If you have the skills, these things typically contain rechargable lithium cells regardless and sometimes even the charging circuit.
Extremely wasteful but apparently the cheapest way to just use a rechargable cell (same for vapes btw).

This is exactly the thing i would have in my glove compartment for years until the time of need arises, only to remember that i used it on the day I bought it.
Pop the cover off. There is a significant chance it has a port to charge it still attached inside.
