If he messed with the timeline, he’d just create a new reality, leaving Bucky still being tortured. And if he made a change that big, he may have lost reality to Thanos. It’s in the movies.

Think of it this way: Without the assassination of Tony’s parents, he might not have become the man he needed to be the day he built his first suit of armor, Without the modifications Hydra did to his body, Bucky might not have been able to help or even survive the battle in civil war, infinity war or endgame, not to mention the historical events (good and bad) across the globe solely influenced by the Winter Solder. Saving Bucky would’ve done more harm than good.
(all off the top of my head, but im sure I can fine more evidence with some google and pre-time.)

Cap couldn’t do *anything* significant.
Same for Tony’s parents. Their murder is one of the best things that ever happened to the universe. If Bucky doesn’t murder the Starks, we don’t get Iron Man, and we don’t get “and I… am Iron Man”.
Bucky murdering the Starks is the single best thing to ever happen in the entire universe.

Endgame explained this pretty well: Changing the past cannot alter things that have already happened. All it does is create new branch realities.
Bucky was always going to have to deal with being tortured for those decades. Nothing Cap did in the past would have undone all that.

Cap already knew how the future would end up for everyone, so he had no real reason to change anything significant. Especially if there was a chance it would make everything worse. Plus, I’m in my 90’s and I’ve saved the world a dozen times. I’m not here to change history, I’m here to clap British cheeks.

It’s why time shenanigans are so tricky to do in writing. It’s a nice enough ending but these little extra points that come up in retrospect don’t work well with his character at all.

People did you not watch Loki? The MCU isn’t a single continuous time line it is branching one. Steve went back in time lived a happy life and yeah probably freed Bucky and stopped hydra. After that he goes back to the point when he started and came back to the MCU timeline.

When Cap went back in time, he was in a new universe, he rescued Bucky, stopped Hydra forming in Shield, saved MLK, JFK, the Starks, and probably John Lennon, and made everything better. Then decades later, he had Wakanda make him a new shield, Hank Pym send him to his old universe, and sat on a bench.

No. It was said that killing Thanos as a baby wouldn’t affect their present. So Steve going back to marry Peggy didn’t affect the future so even if Cap did or did not save Bucky, which I’m sure he did, doesn’t affect future Bucky. All of this happened in a different timeline.
