I can’t sleep without the sound of a fan. It somewhat overpowers the noise of my neighbour. And in the winter, i just point the fan away from me. I even have a backup fan for when my current one inevitably breaks.

I got addicted to the WHITE NOISE of the standing fan that I turned it away and put a a chair between it and me sitting in the coldest winters. Warm blanket + little air reflected – > Heaven

I also always have the fan on when sleeping. HOWEVER, I sometimes stay at my boyfriend’s and have found that his white noise machine has the same effect without the ventilation, so I know it’s possible to go without it.
