Actually, netflix would be happy to show everyone everything, the rights holders are the ones who want separate markets for distribution. Also mix in different nations and regions having different laws and requirements for distribution. If Canada had its way, its citizens would be forced to watch 2 Canadian (one in french) shows before they could watch an office episode.
