I know what the OP means, but I would add an clarification. A documented alien *CAN* have a SSN. A permanent resident, a H1B visa, a guest worker, an international student, a refugee, or a TPS holder (among other forms of alien status) do have a SSN.
It is an undocumented alien who *cannot* (and that’s the fart in fantasy land where Trump and Morons Inc happen to inhabit.)

Undocumented people often use active ornexisting social security numbers to avoid detection. Often people only catch on when they get tax information or try and do something that pulls a credit check.
What this EO will do is throw people off of social security who have had their number misappropriated and so a person who deserves support will find they were “illegal”.
