The problem is that sometimes those who get such a punishment do not have a legal/official income, which results in their daily fine being the minimum ammount, despite their illegal/inofficial income being higher.

Price of a coffee is derived from cost of ingredients, and fractions of barista salary, maintenance costs, electricity etc. + profit margin.
Secondly there is economy of scale – selling 1 coffee per minute is better than selling 1 coffee per hour because you pay barista per hour regardless of how many coffees are made (you divide the same salary be 1 or 60)
This means that there is a minimum amount of income that needs to come from coffee to offset salaries and maintenance, and each cup of coffee has its own minimum to offset the cost of ingredients.
Now we use progressive pricing: rich stop buying expensive coffee because it is expensive, reducing the amount of coffee sold, this will drive up the average price per coffee, so at the end you will get slightly above average priced coffee with audience exclusivity people with low pay, and it will continue to spiral to the bottom
This could work ONLY if it is universal across all stores, and flat pricing is FORBIDDEN.

If it worked flawlessly it would be pointless/perfect. Any amount of money you earn, everything costs you the same as anyone else. You can earn 10k a year or 100k a year and you’d effectively pay the same as each other cause it’s proportional.
