How Do I Change the Bulb in This Light Fixture?

I’ve never seen one like this before, there are three small screws around the base (like the circled one) that are inaccessible even if I remove the clear glass from the outer ring.
There are also three small screws up between the ring and the cylindrical part that I CAN reach but I find it hard to believe I have to remove that entire part and undo six screws just to change a lightbulb?
Is this an integrated unit? I haven’t been able to find any information on this model online.
I eventually found the unit online, still available from Home Depot (Canada). They market it as Hampton Bay, but it’s originally made by Globe Electric, model 44480.
I had to drive down and get the Home Depot rep to open the box for the instructions, turns out the entire center piece twists off (the glass itself is loosely threaded). I was originally unable to do so because whatever handyman installed it didn’t properly fix the base so the whole unit just spun.
I got an extra pair of hands to hold the outer body and it twisted off like a charm. So, solved!
