Just get a piece of wood cut to the size of the opening, put a cat door in that, then close the window on to it.

I put a dryer vent in my casement window by cutting plywood to fit the open window. Two wedge pieces and one rectangular one. It’s a lot more hassle but not impossible. Put the cat door in the rectangular part. My casement window is horizontal, but you could keep yours shut tight with command hooks and zip ties. I also put insulation around the edges.

Is there an interior screen? Maybe get a piece of pexiglass cut the same size as the screen and install a door in that.

I would just make a box that would fit the window frame, if you can, find a way to make the box sit and latch onto the existing latch it would be perfect (to avoid someone else lifting the window tumbling the box and get into your house), if above a first floor (or a ground level for americans) just sit the box on the window sill and the window on the box.

For the box, just measure the inside of your window lenghtwise, that will be the lenght, then open the window almost full way, look at the frame, if there are existing holes, you could drill a hole on the box and stick a dowel though the box into those existing holes on the frame to secure the box further.
For the flap, just cut something on the front 15×15 or 20 by 25cm if your cat is chunkier should be more than enough.

For the cut, just draw a square with the dimension you want, drill a hole in each corner but on the INSIDE of the square you just drew, use a jigsaw for cutting, stick the blade on the holes drilled and go from one hole to another, your flap should be cut once done this, notice that if you use a wood panel you only have to do this once, if you build a box, you’ll have to create a cat flap on the front and backing, otherwise the cat will just flat to inside the box….
Once the flap is cut you should try to trim it, both lenght and heightwise (the jigsaw blade is thin and once the flap put together may rub or be too tight)
For hardware, you can put hinges I mentioned above in other coment

BUT keep in mind that if you want The cat to go and come back through the cat flap, you need bar door hinges, that flow both ways.
A normal hinge only flows in one direction

Casement window makes it about impossible

Remove the existing glass. Cut a piece of plywood to fit the opening left by the removed glass. Install cat flap.

Reinstall original glass later when cat flap is removed.

I am trying to figure out if there is a way to DIY a cat flap, cat door into this outward opening casement window? I can't put one in the glass unfortunately it is not allowed.
