This is jokingly making a stereotypical name for an Irish character referencing the Potato Famine, a period of mass starvation and disease in Ireland lasting from 1845 to 1852, as well as the cocktail the Irish Carbomb.
Long story short there’s problems with some of the characters in Harry Potter that people only seemed to care about after some basement dwellers got pissed off at JK Rowling.

In reference to that, the name comes from the Irish Potato Famine, and what I believe to be a reference to “The Troubles”, which was a conflict in Northern Ireland. The conflict was violent, and the most infamous form of violence, as you guessed, were car bombs.
That name is a ticking time bomb of controversy.
