1. “entry level” means “entry level at this company”, it’s a way of saying “at the absolute lowest level of our employment hierachy” without making it sound like grunt work. Obviously an “entry level” position at NASA is going to require that you have some experience in aerospace.
2. Qualification lists are a wish list. Apply even if you don’t meet all the qualifications, the worst they can do is say no.
