Had a neighbor who tried this in front of her house. I called the police and asked if it was legal on a public street and gave them her address. They were gone shortly thereafter.
The weird thing was she never parked there. She had a long driveway but often parked a junky car in front of my house that wouldn’t move for weeks. I finally left a note on the windshield stating if it did not go away I would have it towed. She just didn’t want anyone parking in front of her house but had no problem doing so herself in front of other people’s houses.
She was batshit crazy too.

Move them. Nothing is keeping them there and itโs (presumably) a public road.

In Chicago we call those โdibsโ and while ethically questionable, theyโre only valid after digging your car out from a heavy snowfall. To move a dibs is to risk paint or tire damage. Everyone understands how it works and understands that they donโt count when there is no snow.
I donโt see any snow so those cones would end up in my trunk while I was parked there.

I have people in my neighborhood who do that to reserve the curb space in front of their home, even though we have driveways/garages. People just move em.

People get crazy about street parking.
When I was a cop I remember one call I got cuz a guy said his neighbor parked a truck blocking his driveway. I’m thinking pickup truck. No, it was the entire fucking cab to an 18-wheeler, right next to the dudes mailbox.
So, talking to them both and truck driver is upset cuz the neighbor who called oftentimes parks in front of his house. It’s a cul de sac, they’ve all got driveways, but street parking is limited. I explained the road is public so it’s first come first serve, but you can’t block mailboxes and driveways so the truck needs to move.
Dude refuses. Says he won’t move it until the neighbor who called moves his car out from in front of his house. So, I said “okie doke, no prob I’m gonna tow your truck since it’s blocking a mailbox, too close to a driveway, and city ordinance doesn’t allow these to be parked in residential streets. Or, you can move it yourself, your pick.”
Basically, people are just **really fucking entitled**

You can just move them and park there. It’s not legal to reserve spots in this manner.

Call the police about the construction work that isn’t properly permitted and displayed on your street. Tell them you’ve been seeing this area marked off constantly in your neighborhood and if they aren’t going to properly notice and permit the work, they need to be educated. If you assume it’s a work crew, then you have plausible deniability. You can even complain directly to that neighbor if it comes up.
Careful if you park there you might get a passive aggressive note.
