Where the handheld shower is sitting, the opposite side of the pipe it looks like a button on top that you press down to switch.
does the big handle that controls the water come out? used to have one that pops in and out to switch
Has water ever come out of that top shower head? I am wondering if they changed out the valve. To find out you would remove the on/off handle probably with an Allen wrench and then remove the escutcheon plate. If the vertical pipe going up behind the wall is cut/detached from the valve, then it is technically “decommissioned”
