For a minute I thought the president was leading the pack, fully kitted out and ready to scrap! Then I looked into the group of guys.
I zoomed in on the dog to see if they’re wearing goggles…

Is there a translation issue here? No one is wearing Goggles. Awesome doggo tho. And instead of an inspection it looks like the President wanted to go cross country skiing, and so he has a protective detail around him.
