1. Law enforcement is trying to make Luigi seem like a deranged psycho killer, e.g. Hannibal Lecter
2. The wealthy demanded they ādeliver a messageā, and āmake an example of himā and this is part of that.
3. Luigi had an outpouring of support from people online. Heās become very popular and weāve seen demonstrations to free him, so they were worried about getting mobbed by people trying to break him out during the transfer.

Okay I kind of get this one. No one liked the college killer. Everyone agreed he was a deplorable human being, who no one was going to attempt to bust out of the klinker. The Accused CEO Killer is very popular amongst young people, who have shown the lengths they are willing to go to show their point. He also is very much in the scope of every other billionaire CEO, who have money to hire killers to take him out. So it makes sense that he was going to have a bigger escort, because he has a lot more enemies who want to make an example of him, and people who ***might*** be willing to break him out.
