Canada has what’s called a tariff rate quota. These are quotas Trump himself agreed to by the way.
No one is paying 250% to 390% tariffs because once the quota is hit, companies stop importing. Also, no one is actually hitting the quotas.
The U.S. has tariff rate quotas with the EU.

There are no “Canadian cars.” There is a linked North American system where Canada and Mexico provides autoparts to the US. That includes 48000 jobs in the US supported by Canadian autoparts industry. Then Canada is the #1 importer currently of US made cars.
