If remember right it was because when the phone is locked you have to slide because you probably won’t have the phone on hand so that you don’t accidentally press the decline call when grabbing the phone
This is the conspiracy theory we need to talk about not all that other bullshit
Technology is hard, am i right?? When your phone is locked you decline the call by pressing the “lock” button and slide to answer… This is to avoid you answering the call by mistake. But sure, its conspiracy or whatever

The one on the left is when your phone rings while unlocked. The one on the right is when your phone was locked, and not in use

Just hit the power button once and it will let it continue to silently ring. Otherwise, you can hit the power button again and it will hang up 🤷🏻♂️
Left happens when the phone is unlocked, right happens when the phone is locked. Press power button once to silence, and twice to end the call.
