I've tried turning the glass and metal ring counter clockwise but it doesn't seem to loosen at all. Seems to just move the entire fixture all together.

Also, if they are LED, it is possible that you can’t and that you actually have to replace the fixture. I had ones in my hall that were just a embedded LED strip, and when it burned out, there was literally no option to change it. I just had to swap the whole unit.
The lens screws out. They are coarse threads. If it has been awhile since removal it will take some elbow grease. You have to keep the trim ring from moving.
